Flipping, unscrupulous agent

Every minute a sucker is born (PT Barnaum). Let us not be one

I just got a story about an offer being advanced to us.

1.  We abandoned a deal for joint venture because we could not get license to sell for the project, the land being untitled.  We spent one whole year figuring out the titling but we got nowhere because of SC decisions etc, new company owner not wanting to sell.  We abandoned the project

2.  We got the news that the owner sold the land for P4K per square meter.

3.  We checked with the land owner (whom we gave accommodation during his difficulties)  and said really it was sold but only one of the 6 pdc given to him made good;  the rest bounced;

4.  Then lately an agent (close to wifey) said that they have proposal.  There is a land opposite tne convention center  (the same land being discussed) that was supposed to be offered to a retailing group.  It was to be sold for P15K/sm.  But the deal fell through.  The seller is willing to sell at half the price...

Can it qualify for a scam
